Atty. John Psalmuel V. Chan is an Associate Solicitor at the Philippine Office of the Solicitor General and teaches public international law, dispute resolution and arbitration, environmental law, and legal research at San Sebastian College-Recoletos – Manila College of Law and Notre Dame of Marbel University College of Law. He is Associate Director for Legal Affairs at the Philippine International Law of the Sea Academy (PHILSEA). A 2025–2026 Nippon Foundation Fellow at the International Tribunal for the Law of the Sea, Hamburg, researching UNCLOS dispute settlement, he has published in the Philippine Law Journal on the West Philippine Sea, including "An Untrammeled Chief Architect: Examining the Binding Effect of the So-Called Gentlemen's Agreement in the West Philippine Sea."
Raas Nabeel is a PhD student at the University of New South Wales (UNSW) Sydney, Australia. He graduated with an LL.M in International Law from the University of Cambridge, and a BA-LL.B from the Lahore University of Management Sciences. His research looks at the intersection of the law of the sea, international humanitarian law (IHL), and public international legal theory. He also received a Diploma (with distinction) in the Law of the Sea from the Yeosu Academy of the Law of the Sea in 2024. Before his PhD, Raas worked at the Research Society of International Law (RSIL) in Pakistan, where he led and participated in law and policy research and capacity-building initiatives across human rights, public international law, international humanitarian law, environmental law and the law of the sea.
Mohit Khubchandani is an international disputes lawyer with over a decade of experience of working in Asia, Europe and North America on Law of the Sea issues in different settings. He has worked at the ICJ, UN ILC Geneva, UN New York, with the Indian Government on Law of the Sea treaty negotiations (such as the BBNJ) and cases, including maritime delimitation cases. He holds an LL.M. In international environmental law from Stanford Law School and is currently pursuing a Ph.D. from Leiden University on Compensation for Environmental Damages before International Courts and Tribunals. He is also an Adjunct Lecturer of International Law at Yerevan State University, Armenia and has completed the coveted International Foundation for Law of the Sea's Summer Academy at the International Tribunal for the Law of the Sea.
Louis McDonough Monroy is a PhD candidate at the Maritime Institute of Ghent University (Belgium), specializing in the law of the sea. He earned a B.A. in International Relations from Lille Catholic University (France), and an LL.M. in Public International Law from Utrecht University (The Netherlands). His research interests include international fisheries law, dispute settlement under the UN Convention on the Law of the Sea, and the intersection between the law of the sea and questions of State sovereignty, including the law of occupation and the law of decolonization. He previously worked at the Organization of American States, the Netherlands Institute of the Law of the Sea, and Pronatura Sur.
Arpita Goswami Sachdeva is an international lawyer specializing in Public International Law and Law of the Sea, with experience across seven countries and three continents. She holds an LL.M. from the Graduate Institute Geneva, an M.A. from Xiamen University, and a B.A. LL.B. (Hons) from NLU Lucknow. She has worked with the Max Planck Institute, the International Law Commission, ITLOS, and the South China Sea Institute, and supported the Bay of Bengal Maritime Boundary Arbitration as an undergraduate. She has consulted on sovereign debt, self-determination, and non-state actor participation, and trained the Indian Navy, BOBP-IGO, and ISIL, blending the law of the sea's poetry with doctrinal rigour.
Mr Muneeb Khan is a Doctoral Researcher and Teaching Assistant at the School of Law, Dalian Maritime University, China, specialising in international law, with a particular focus on the law of the sea and human rights law. He is currently a Visiting Doctoral Researcher at The Hague Academy of International Law and a Research Associate at the Institute of Yellow and Bohai Sea, China. He previously served as a Research Fellow at the International Tribunal for the Law of the Sea, Germany. He holds an LL.B. from the University of Swabi and an LL.M. in International Law with distinction from Dalian Maritime University. He has published more than ten research articles in well reputed international law journals and a monograph.
