1. Strengthen participants’ basic understanding of the
International Law of the Sea, including core principles, maritime zones, and key areas of ocean governance.
2. Help participants understand the rules for conducting marine scientific research and the rights and responsibilities that apply in different maritime zones.
3. Build capacity to interpret and use international laws on marine environmental protection, focusing on obligations, best practices, and compliance.
4. Introduce the main methods for peacefully settling maritime disputes and explain the legal issues linked to climate change, sea-level rise, and other emerging
challenges.
5. Support local and regional cooperation by encouraging discussion on major maritime issues affecting Bangladesh and nearby coastal regions.
6. Provide a platform for Bangladeshi scholars and professionals to engage with global discussions on the rights, interests, and perspectives of developing countries in ocean law and policy.
BCOLP is a non-profit, non-partisan organization focused on education, research, and training in the field of ocean law and policy, specifically regarding Bangladesh and the Bay of Bengal. Established in June 2022, BCOLP strives to stimulate discussions on Bangladesh’s position in global and regional ocean governance and aims to raise public awareness on topics such as maritime security, marine environmental protection, natural resource management, and the blue economy.
Additionally, the centre fosters original research on national, regional, and global issues related to ocean law and policy. BCOLP envisions a rule-based international order where natural resources are managed sustainably and distributed equitably for the benefit of all nations, particularly developing ones.
The international law of the sea (ILoS) is a dynamic and vital branch of public international law that governs the use, protection, and management of the oceans. It shapes global trade, environmental sustainability, maritime security, and geopolitical stability. For a coastal nation like Bangladesh, a sound understanding of this field is essential to safeguard national interests, support economic growth, and address emerging maritime challenges.
To promote deeper national expertise in ocean governance, BCOLP launched the BCOLP Academy in 2025. Following its successful inaugural edition, BCOLP is now offering the 2nd BCOLP Academy 2026.
This comprehensive course introduces participants to the legal frameworks of the United Nations Convention on the Law of the Sea (UNCLOS) and related sources of international law. It covers key areas such as maritime zones, navigation rights, marine environmental protection, fisheries governance, the continental shelf and deep seabed, as well as emerging issues including marine scientific research, climate impacts, and the blue economy. While offering a broad understanding of the law of the sea, the programme places particular emphasis onBangladesh’s maritime context. By integrating clear academic instruction with applied national perspectives, the BCOLP Academy equips students, young professionals, and practitioners with the knowledge and skills necessary to contribute to informed policymaking, research, and the peaceful, rules-based governance of the maritime domain.
